In the context of the global external challenges, the Russian economy is facing changes triggered by the transformation of the global commodity markets and complex macroeconomic environment. The new reality requires major structural reforms for accelerating growth and ensuring long-term stability of the national economy.
The Ministry of Finance of the Russian Federation is one of the most important drivers of structural change. The Ministry is not only responsible for developing general economic policy; it is also in charge of a broad range of issues related to the budget, tax, customs and corporate financial reporting, as well as regulation of the financial, alcohol and precious metals and stones markets.
Today, the Ministry of Finance focuses on creating a solid foundation for effectively resolving Russian economic issues.
Moreover, the process of managerial decision-making in state finances should become largely transparent, open and easy-to-understand for all the country’s people.
On the basis of these principles, the Ministry of Finance came up with an initiative to hold the Moscow Financial Forum, a new public platform for an expert discussion focusing on the issues of economic policy, public finance and regulation within the Ministry’s authorities.
The Forum will gather the key representatives of the professional and expert communities, government and business organisations. They will discuss major aspects of the financial strategy for Russia’s economic development in the format of a constructive dialogue.
When elaborating the idea of the Moscow Financial Forum, the Ministry of Finance decided to abandon its traditional approach to analysing economic scenarios in terms of the state budget. The organizers regard finance as the general economic basis, so they offer Forum participants a broader view of economic issues, both in terms of macroeconomic laws and in the context of individual topics related to current financial policy issues. The Forum will combine theoretical and practical aspects of making financial decisions at the global, federal and local levels.
The reputed speakers and participants, including representatives of the federal and local authorities, specialised state agencies, heads of major Russian financial institutions and companies, leading economists and experts, as well as public and political figures, will ensure a high-level, intense discussion and share a variety of views.
The first Moscow Financial Forum will establish a tradition of holding annual meetings of financial experts each September to discuss topical issues and develop effective joint decisions concerning the financial basis of the Russian economy. The Moscow Financial Forum is thus designed to become a major annual event in Russia in the area of finance and a key event for the entire Russian economy.
The Ministry of Finance of the Russian Federation is the federal executive body responsible for legal regulation in the field of budget, tax, insurance, foreign exchange, public debt, banking and auditing, the production, processing and circulation of precious metals and precious stones, customs duties and development of financial policy in the field of the civil service and the judicial system. Its activities are based on the Constitution of the Russian Federation, constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation.

The Moscow Financial Forum will be held on September 23 in the Manege Central Exhibition Hall located in the very heart of Russia on Manege Square. The building of the Manege was erected, by order of Alexander I, over a span of eight months in 1817 to celebrate the fifth anniversary of the victory in the War in 1812. The edifice was designed by the engineer Agustín de Betancourt and was then called the “Exerzierhaus” (military exercise house).
Today, the Manege CEH is one of Moscow’s principal venues for business and cultural communication of the Russian and international public. The Manege hosts forums, exhibitions, shows and other public events.
